Maitanghal ang wikang Filipino bilang wika ng/sa pagtuturo, pananaliksik at pampublikong serbisyo tungo sa maunlad na lipunan;
Magkapagsagawa ng mga pananaliksik na may kaugnayan sa wikang Filipino (interdisiplinari/multidisiplinari), at;
Gawaran ng parangal ang mga natatanging indibiduwal o samahan na nagpapahalaga sa wikang Filipino.

Dr. Elpidia B. Bergado, Chief, Curriculum Implementation Division of Department of Education-Cavite Province, has consistently demonstrated a remarkable commitment to fostering academic excellence and empowering teachers, school administrators and educators alike. She has made significant contributions to educational research and development, establishing her as a visionary leader in the field. With a deep commitment to data-driven curriculum enhancement, Dr. Bergado has spearheaded numerous research projects that have led to transformative outcomes in teaching and learning. Her strategic focus on curriculum innovation and research has elevated SDO-Cavite Province to national recognition, including winning the prestigious Secretary’s Award for Excellence in Curriculum and Instruction (SAFE CI).
Dr. Bergado’s accomplishments in research are distinguished by her ability to combine rigorous analysis with practical application, empowering educators and administrators to make informed decisions that benefit schools, teachers and students. Among her most notable works is the research project, Learning Outcomes Under the Lens: Content Area and Cognitive Mapping of Mastered and Least Mastered Competencies Across Learning Disciplines in the Division of Cavite Province. Presented at the 6th CARECON and the Regional Research Conference (VCBER), this study received high acclaim, winning the Best Paper Award for its contribution to understanding student learning outcomes and informing targeted curriculum improvements.
In addition, Dr. Bergado has explored the reflective practices and management strategies of educational leaders within her division. Her research, Self-Reflective Tendencies and Management Practices of Supervisors in SDO Cavite Province, presented at the 7th CARECON, earned awards for Best Eloquent Innovator and Pinnacle Pursuit Award for its insights into fostering a culture of reflective practice among supervisors.
Dr. Bergado’s impact extends beyond curriculum; she has also strengthened the division’s reputation by spearheading DepEd Cavite Province’s continued success in DepEd CALABARZON’s Regional Schools Press Conference, securing the champion division title for an unprecedented 17 consecutive years. As DepEd-Cavite’s PRAISE Chair, she has established a robust rewards and recognition system, enabling the division to lead with the highest number of awardees in the esteemed Gawad Patnugot, DepEd-Region IV-A CALABARZON’s most prestigious award program. Through her visionary integration of research, curriculum management, and educator development, Dr. Bergado has set a standard of excellence that resonates across the educational landscape.
